Technique to grow -- Finger-Tips; Will talk about starting and current state of the program.
Five Finger Tips
1. Initially only for BPL – Below Poverty Level – those who have dropped out of school/ college. First task was mobilization – meet all officers at village level etc., including MLA/ MPs. Guide students based on their attitude, education level, and capability. Then they are counselled and educated on the program. Learn about the aptitude of the students e.g., Auto, tailoring, hotel & tourism, retail – total of about 30 trades.
2. Training is second part: To get admission, basic documents are asked for.
3. Examination
4. Certification
5. Get them employment: wages/ self- employment/ self-help group Mobilization:
Central program, state program, and combined programs. Each kendra can train students in different program e.g. Tailoring and Automotive
Registration: Message that classes have started.
NO money is ever asked for from students through out the process from admission to job placement. Residential as well as non-residential programs. Learning material is also provided, in some programs even dresses are provided. Non-residential programs – 4 hours training per day. Residential school – 8 hours training per day.

• Question: is it same for UP? It is better in UP compared to Bihar & Jharkhand.
• Question: How to reach there: -- using portal/ block level officers.
• Question: Age limit – 18 to 35 years; No max. age limit in RPL – recognition of prior learning –is used for certification. Training in RPL category is limited to BOOT CAMP for 1 week etc., short term training.
• Potential students should register on “Hoonar Portal”, centers will reach to you to get admitted. Complain process is also well defined.
